Children and families being served by child welfare matter.
Did you know that Kansas averages 7000+ children in state custody while Missouri has 12,000 +? And of those children, 65-75% are more likely to be a child of color.
Why? Bias? Systemic Racism?
Did you know that child welfare spends more money to investigate child abuse and to remove children rather than preventing abuse and/or removal?
Children are better served in their own families.
Historically, child welfare policies emphasized child saving rather than family strengthening. Policy still displays ongoing tension between the family’s right to preservation and the public’s desire to protect children.
In total, the United States can be understood to have not a “child welfare” policy that provides supports for the universal well-being of children, but instead a “child risk response system.”
